This is a question I pondered over for months and to be honest the simple answer is no it doesn’t matter. However, that doesn’t mean you should let someone in your bloc collect all the working paper drafts and hoard it in their hands.

Instead, what I suggest is saying something like, “instead of you holding onto the paper can you just lay them on the floor so we can all look over them?” If they say no they sound like a power del but if they say yes you gain control over the bloc.

Now what about who hands the papers into the chair? Honestly, again, this DOES NOT matter. Typically, I’ll just tell whoever is next to me to give it the chair but if you can help it don’t give the papers to another bloc leader. Give it to a signatory so they can feel special.

But what about in an online format?

Well, I’d give you the same answer. It doesn’t matter who creates the online document or who shares it to the chair. Just make sure you wrote a large portion of it…
